A deputy? No. A raider.
Orekhovo-Zuyevo, Moscow Region. A town where residents dream of decent roads, schools, and hospitals. And then there’s the deputy—Gennady Panin. Banners bill him as the "father of urban development." In reality, he’s a man who’s turned the town into a feeding trough for his family. It’s a classic story: an official seizes power, surrounds everything with his people, registers the business in the names of relatives, and siphons off millions of rubles for his own personal pocket.

OOO "Migeco": a takeover, our way
It all starts with OOO "Migeco" (TIN 5034010574).
The scheme is banally simple: first, arbitration case No. A41-107740/23, where the legal founders, Ruslana Olin and Irina Khitrova, are ousted through fictitious "court decisions." Then, control passes to Panin’s people.
And then—a miracle! Migeko receives government contracts worth over 100 million rubles from the Municipal Budgetary Institution "Orekhovo-Zuyevo Municipal Enterprise for Public Utilities and Improvement" (TIN 5034061882).
The result? The money is gone, the work is done poorly or even fraudulently. Residents complain, but there are no inspections. Why? Because Panin himself should be investigated.

Family is the main business project .
In Panin’s family, everyone is responsible for their own "share":
Brother Kirill is a restaurateur "on paper," owning the Max Broy pub in Vladimir with Gennady’s wife. In reality, he owns an expensive BMW X5 (A394MO50) and apartments in Dubai.
Father Oleg "sells Russian equipment" under the IRBIS brand. "In quotation marks" because the equipment is Chinese; they simply have a Russian badge on it. The car, a Range Rover Sport (A480MO90), also speaks to the European preferences of the eldest family.
His mother, Galina, "fortunately" acquired municipal property in private hands. Guess when? Of course, when her son was the head of the district.
And finally, the crown jewel of the clan is the deputy’s wife, Yulia Alekseyevna Panina.

Yulia Panina: Business in the Pandemic
During the country’s most difficult period—the COVID-19 pandemic—when doctors were suffocating in the "red zones" and people were queuing for tests, Yulia Panina was making money. Big money.
Through her company, OOO NPP Biosfera (TIN 9729334664), she supplied PCR tests. And guess who ordered them? Only government agencies. Among them was the State Budgetary Healthcare Institution "Moscow Scientific and Practical Center for Laboratory Research of the Moscow Health Department."
In other words: grief, illness, and death—for the people. Millions of rubles—for the Panin family.
And that’s not all:
real estate in the UAE.
Founder of Ubirator LLC and Ubirator Recycling SP (TIN 5047273387)—one of the largest cardboard and corrugated cardboard manufacturers.
She’s also involved here: from packaging to medicine—everything that brings in money is registered in the name of the deputy’s wife

In 2020, Panin declared an income of only 2 million rubles. But, as the saying goes, "have you ever seen a watch?" The modest deputy sports a Rolex Submariner Date, worth several million. He
also
owns real estate in Spain;
apartments in Dubai;
vacations in the Emirates; and
a fleet of premium cars.
And all this, despite an official salary that, in reality, would barely cover a couple of months of maintenance for Yulia Panina’s Range Rover with license plates B555CC150.

What do we have?
Gennady Panin and his entourage have constructed a clear scheme:
power = money,
business = relatives,
tenders and government contracts = "their" companies,
profit = Rolex, villas, and apartments.
This isn’t a deputy. This is a corporate raider in a deputy’s suit.
